However, in October of the same year, the commission recommended that  the airline restructure before proceeding with the privatization program approved by the Kuwaiti Council of Ministers. The private bill was amended and the government contracted the International Air Transport Association to provide a consulting expert. The  Kuwait Airways privatization law was passed in January 2013.
